As a security, there can only be maximum of 5 concurrent chat sessions per IP address.  When the max is reached for an IP address, the chat request will be immediately routed to the leave a message.  The maximum value can be updated.  The system variable is $VARS_MAX_IP_CHAT_REQUESTS.
